International Treaties (bilateral or multilateral) and Memoranda of Understanding
The Section provides legal advice and guidance on issues related to the Law of Treaties, such as the conclusion of international agreements, the submission of reservations, objections, or declarations, the amendment, or termination of international agreements etc.
In this context, the Section, in cooperation with other Sections of the Law Office depending on the issue, carries out legal vetting of draft international agreements or memoranda of understanding. It also provides legal support to the Government in negotiations for the conclusion of international agreements and the signing of memoranda of understanding, as well as legal advice and guidance regarding the interpretation and application of Article 169 of the Constitution of the Republic of Cyprus, which regulates the conclusion of international treaties.
The Law Office of the Republic has compiled a Practical Guide for the Conclusion of International Agreements and the Signing of Memoranda of Understanding (in Greek), which informs the Ministries and/or services of the Republic of Cyprus on the legal meaning of key terms used in international agreements and memoranda of understanding and the procedure to be followed when concluding international agreements and signing memoranda of understanding with other States and international organisations.
